How to Check Criminal History in Ray County
Begin with the kind of answer you need. A filed charge, plea, judgment, sentence, or public docket belongs in Missouri Case.net and the Ray County Criminal Circuit Clerk’s file. A recent arrest or booking sheet begins with the arresting agency and the sheriff. A compiled statewide history comes from the Missouri Central Repository. State prison, probation, and parole status belongs to the Missouri Department of Corrections. These channels overlap, but none replaces all the others.
A full legal name, exact birth date, middle name, prior names, an incident date, and a case or booking number can separate similar people. Name-only results need care. Use this order for a sound Ray County record check:
- Search Case.net by litigant name or case number and narrow the court or location to Ray County or the Eighth Judicial Circuit.
- Compare the case number, filing date, charge, court, and status before treating the result as the right person.
- Call the Criminal Circuit Clerk at 816-776-3377 for public documents, archived files, or certified dispositions that are not available through File Viewer.
- Ask the arresting agency for its incident or arrest report and the sheriff for current custody or booking details.
- Use MACHS for statewide open criminal history, or register for a fingerprint search when identity must be tied to fingerprints.
The official Ray County government page shows the courthouse and county contact hub used for local records work.
The county page confirms Richmond as the local government center, while the record itself still determines which clerk, police agency, or state office must answer the request.
Ray County Criminal Cases in Case.net
Missouri Case.net is the first online stop for a Ray County criminal case that a prosecutor has filed. Choose the litigant-name route when no case number is known. Last name or business name is the key field, while first name, middle name, filing year, court location, and case type can narrow the result. A case-number search is more precise. Open the correct case and read the header, charge list, docket, hearings, judgment, sentence events, financial entries, and public document links in date order.
The statewide docket does not prove that each arrest claim became a filed charge. It also does not display every public document. “ECASE” means the court file is electronic, not that all of it can be read online. File Viewer may omit confidential records, restricted warrant material, and documents that require a clerk request.
| Case.net control | How it helps | Search note |
|---|---|---|
| Last Name | Starts a litigant search | Try known spelling variants |
| First and Middle Name | Narrows common names | A middle initial may be used |
| Case Number | Targets one docket | Use the displayed court format |
| Filing Date or Year | Limits a broad result set | This is not the arrest date |
| Court or Location | Focuses the jurisdiction | Select Ray County or the Eighth Circuit |
| Case Type | Separates criminal and municipal files | City ordinance cases may be distinct |
The Ray County courthouse directory identifies the criminal clerk, prosecutor, and sheriff lines used when an online case needs an official follow-up.
That split matters because the civil clerk has a different number, and a police report or booking record does not become a court-clerk record merely because a case follows.
Note: A charge on a docket is an accusation until the case shows a plea, finding, dismissal, or other final disposition.
Official Missouri Background Checks
The Missouri State Highway Patrol Criminal Justice Information Services Division runs the Missouri Central Repository and its Missouri Automated Criminal History Site, known as MACHS. Any member of the public may create an account and order a personal-identifier name search. The published price is $15 per person plus the state payment-processing charge. The result covers Missouri open-record history, not a complete national record and not all closed Missouri events.
A name search can return convictions, arrests less than 30 days old, prosecutor-filed charges awaiting disposition, and a suspended imposition of sentence while probation remains active. It is only a possible match. The secure PDF stays in the account for 90 days. Most results are quick, but MSHP says research can require 10 to 14 business days. A notarized response costs an extra $5.
The official MACHS name-search portal is the entry point for the account, identifiers, payment, and result.
The screen leads to the state’s own repository product, which should be read beside the underlying Ray County court disposition when a result is unclear.
| Official product | Published cost | Result |
|---|---|---|
| MACHS name search | $15 plus processing | Open Missouri history; possible match |
| State fingerprint search | $20 | Fingerprint-based Missouri result |
| Notarized response | $5 additional | Notarized state response |
| IDEMIA capture | Purpose and site dependent | Electronic fingerprint transmission |
Ray County MACHS Record Matches
MACHS asks for first and last name, with middle name and suffix when known. It requires either date of birth or Social Security number, and MSHP recommends both for a better match. Up to two alias or maiden-name groups may be entered. An error in those identifiers can produce the wrong result or no useful result, and the fee is not refunded for an incorrectly submitted search.
The official MACHS fee and coverage FAQ spells out the account rules, open-record scope, price, processing time, and result-retention period.
Those limits explain why a blank name-search result is not proof that no Ray County arrest or closed case ever existed.
Fingerprint review is different. The user registers through the MACHS Fingerprint Search Portal, enters the correct four-digit purpose code, and then selects an electronic capture site through Missouri’s contracted vendor, IDEMIA. The code controls the purpose, price, and whether an authorized FBI component applies. No official source identifies a permanent capture location inside Ray County, so the live location finder should control after registration.
The MSHP fingerprint-search explanation contrasts fingerprint identity with a name-based possible match.
A fingerprint result fixes the identity issue, but it does not give every requester a right to closed records or an FBI record outside an authorized purpose.
Types of Criminal Records
One event can create several records, each with its own custodian and meaning. Ray County searchers should name the exact item rather than request a broad “background file.” The basic record types are:
- Incident or arrest report: The sheriff, city police, or MSHP records the event, legal basis, location, time, and initial allegation.
- Booking record: The receiving jail logs intake, booking time, fingerprints, photograph, holds, bond, property, and release or transfer.
- Court case file: The prosecutor’s filed charges, motions, hearings, pleas, judgment, sentence, costs, and appeals appear in the clerk’s record.
- Repository history: MACHS compiles reportable Missouri arrest cycles, prosecutor action, dispositions, and supervision under open-record rules.
- Warrant, corrections, and registry records: Courts, law enforcement, MODOC, and the Missouri Sex Offender Registry each answer a narrower status question.
Police reports, 911 records, crash reports, and body-camera files are also agency-specific. Richmond routes city Sunshine requests through its City Clerk. Lawson records remain with Lawson. A Ray County request does not act as a single request to every city police department.
Note: An incident report can exist without an arrest, and an arrest can exist before any prosecutor files a public court case.
Ray County’s Four-System Record Trail
An arrest report explains why custody began. The jail’s booking sheet shows intake and custody facts. If the offense is reportable, fingerprints and charge data move to the Central Repository under an eight-digit Offense Cycle Number, or OCN. The prosecutor then decides whether to file, amend, replace, or decline charges. A filed case creates a separate clerk docket. Later court and corrections events flow back to the repository.
The useful process line is: Arrest Report → Booking Record → Prosecutor Filing → Court Disposition → Repository Update. Timing can make the systems disagree. A booking can appear before a case exists, an initial arrest label can differ from the filed charge, and an older repository entry can lack a later court result. Statewide reporting was voluntary before 1987, so older holdings are not assured to be complete even though repository material reaches into the 1940s.
- OCN
- The eight-digit number Missouri uses to track one reported arrest cycle through later criminal-history events.
- Disposition
- The court result, such as dismissal, guilty plea, verdict, or other resolution of a filed count.
- SIS
- A suspended imposition of sentence. It is open in MACHS during probation and treated differently after successful completion.
- Nolle prosequi
- A prosecutor’s formal decision not to proceed with a filed charge at that time.
For the court side of that trail, the full Ray County criminal court case record carries the docket, filed counts, public documents, and final outcome.
What a Ray County Criminal Record Shows
The fields depend on the record product. A public MACHS response may show search identifiers, a possible-match warning, an arrest cycle and OCN, arrest agency and date, charge text and citation, prosecutor or court tracking, disposition, sentence, and supervision data. A Case.net file is arranged around the lawsuit and its docket. A booking sheet is an operational custody record. None should be read as a substitute for all the others.
| Name & Identifiers | Display name, aliases, birth data, physical descriptors, and repository identifiers when law permits. |
|---|---|
| Arrest / Booking Data | Agency, date, location, legal authority, booking number, intake time, bond, holds, release, or transfer. |
| Charges & Statutes | Initial arrest labels, prosecutor-filed counts, Missouri citations, and felony, misdemeanor, infraction, or ordinance classification. |
| Disposition | Plea, finding, dismissal, nolle prosequi, not-guilty result, or other case outcome. |
| Sentence | Jail or prison term, fine, probation, suspended sentence, costs, and related judgment events where public. |
| Custody / Supervision | County custody, state prison placement, probation, parole, conditional release, or registry status in the proper system. |
Missouri felony and misdemeanor classes describe possible punishment ranges, not what happened in one case. The current filed classification and final judgment control over an early jail label. Municipal ordinance cases are not automatically state misdemeanors. Juvenile details, victim information, medical data, Social Security numbers, and sealed material are not general public fields.
Ray County Jail Record Fallbacks
Ray County does not publish a verified browser-based jail roster, booking blotter, public mugshot gallery, sheriff app, or active-warrant list on its official site. Do not replace that gap with an unofficial roster. For current local custody, call the Ray County Sheriff at 816-290-5323. For a releasable booking sheet, use the county Sunshine route. If a case has been filed, check Case.net and the criminal clerk for bond or hearing entries.
MODOC Offender Search serves another stage. It covers state incarceration and supervision, not a recent Ray County jail stay. Search by DOC number when known, or use first and last name. A public result may show the DOC number, age or birth details as displayed, assigned location, offense and sentence information, and probation, parole, or conditional-release status.
The official MODOC Offender Search is the state channel for people in Missouri correctional custody or field supervision.
The screen should not be used to infer that a person with no result was never arrested, booked locally, or charged in Ray County.
Note: VINELink may offer event notice where an agency participates, but custody and release details still need confirmation with the responsible custodian.
Public Access Laws
The Missouri Sunshine Law, Chapter 610, governs much of the access work for county and city records. Public does not mean every field must be online, free, or unredacted. A custodian may allow inspection, charge lawful copy or research costs, redact protected facts, and ask for enough detail to identify the record. Court files also follow Missouri judiciary access rules, while the Central Repository follows its own dissemination law.
Key Statutes:
RSMo §43.503 requires criminal-justice agencies to report qualifying arrest, charge, court, and corrections events to the Central Repository.
RSMo §43.507 sets the framework for release of Missouri criminal-history information.
RSMo §610.100 governs when arrest and incident records are open or closed.
RSMo §610.120 explains the effect of closed records and the access that remains authorized.
Other key rules allow separation of exempt and nonexempt material, permit lawful copying fees, protect juvenile files, and restrict 911 telephone reports. If an office denies part of a Ray County records request, ask for the cited legal basis and the reasonably separable public portion. For court documents, direct the request to the criminal clerk rather than recasting the court file as a general county request.
Ray County Sunshine Record Requests
The county’s verified fallback starts with the County Clerk. The official page routes Ray County Sunshine requests by email to the clerk or by hand delivery to Suite 23 at the Ray County Courthouse, 100 W. Main St., Richmond, Missouri 64085-1755. The clerk’s line is 816-776-4502. General counter hours are weekdays from 8:00 a.m. to noon and 1:00 to 4:00 p.m. The lunch closure can disrupt an unplanned visit.
Write a narrow request. State the creating agency, record type, incident or booking number if known, date and time range, location, subject name only as needed, and desired format. Distinguish an incident report, arrest report, booking sheet, jail log, 911 or dispatch entry, and body-camera segment. Ask for an itemized estimate before production. Missouri law generally requires a response as soon as possible and no later than the end of the third business day, but that is not a promise that a complex file will be produced by then.
The Ray County Sunshine request route should be checked at submission time for the current clerk email and instructions.

County intake does not make the clerk the creator of every record. Richmond Police records go through the Richmond City Clerk, and Lawson Police records stay with Lawson. Active investigations, juvenile facts, victim identifiers, health data, security methods, and closed criminal history may be withheld or redacted.
Sealed, Expunged & Restricted
Missouri restricts juvenile matters, closed arrest records, sealed or expunged cases, confidential court documents, victim and minor identities, financial account data, medical details, and security material. Closed does not mean destroyed. Section 610.120 preserves access for authorized criminal-justice and other specified purposes. A public search may therefore omit an event that remains in a restricted government system.
General expungement under §610.140 begins in the Missouri municipal, associate circuit, or circuit court where the person was charged or found guilty. The petition must name the prosecutor, arresting agency, Central Repository, and each record-holding entity. Omitting an agency can leave its copy outside the order. Eligibility depends on the offense, completed disposition, paid obligations, no pending charges, the required crime-free period, public welfare, and the interests of justice. Class A felonies, dangerous felonies, registration offenses, and other listed crimes are excluded.
An eligible arrest that led to no charge may use the special petition route no earlier than 18 months after arrest if the statute’s other conditions are met. Current lifetime limits generally allow up to three imprisonable misdemeanors or ordinance violations and two felonies, subject to grouping and exclusions. The criminal clerk can provide current local cost, service, certified-copy, payment, and fee-waiver information because those Ray County amounts were not published in the official online material.
Note: After an order is processed, recheck Case.net and obtain a fingerprint-based self-review before assuming every listed agency has closed its record.
Ray County Warrant Record Checks
No authenticated public Ray County active-warrant list was found. Case.net may show public issue, return, bond, or failure-to-appear entries, but some warrants and applications remain restricted before service or return. Absence from the public docket is not clearance. A person trying to resolve their own possible warrant should identify the issuing court and seek exact status, bond, and appearance instructions before arriving.
Use the Criminal Circuit Clerk at 816-776-3377 for circuit matters, the Richmond or Lawson municipal clerk for city failure-to-appear cases, and the sheriff at 816-290-5323 for custody or service questions. A narrow Sunshine request may reach legally releasable sheriff material. MULES and other law-enforcement systems are not public lookup portals.
- Confirm the issuing court, case number, and whether the matter is circuit or municipal.
- Ask the clerk or counsel to verify status, bond terms, and the approved appearance or surrender method.
- Address the underlying case and keep all receipts, orders, and proof of compliance.
- Allow time for clerk and law-enforcement updates, then recheck with the issuing authority.
Never try to detain or confront another person. Search warrants, juvenile warrants, and sealed matters can stay outside ordinary public access even when other docket facts are visible.
Criminal Records by City in Ray County
Richmond, Lawson, and Orrick are the three incorporated communities identified for local record guides. Their police and municipal records do not all follow the same route. Richmond sends city Sunshine requests to its City Clerk. Lawson spans Ray and Clay counties, so the place of the incident and the actual charging court matter more than the postal city alone. Orrick has no verified standalone record portal, which makes Case.net, the criminal clerk, the sheriff, and a precise county request more important.
Richmond Criminal History
5,652 residents in 2020 · City police requests and municipal court files use distinct Richmond channels.
Lawson Criminal History
2,541 residents in 2020 · Verify whether a Lawson matter belongs in Ray or Clay County.
Orrick Criminal History
About 800 residents · Confirm the current police and court arrangement before making a request.
These population figures come from the 2020 census basis used in the research. The county’s own narrative still shows a 2010 population, while the Census Bureau QuickFacts estimate lists 23,398 Ray County residents for 2025. The different dates show why any crime or population figure needs a named source, year, agency, and measure.
Ray County Custody Record Channels
Missouri runs adult probation and parole at the state level. The MODOC Division of Probation and Parole supervises circuit-court probation, parole, conditional release, and interstate-compact cases. The Missouri Parole Board makes release decisions. A Ray County court judgment may show that probation was imposed, while the state search and the responsible field office address current supervision. Detailed health, supervision, and officer-safety facts can remain confidential.
The MODOC Probation and Parole page explains the state structure that follows a Ray County sentence or release decision.
The state page helps distinguish court-ordered probation, parole-board release, and field supervision from a current stay in the Ray County jail.
Federal cases use another set of systems. Ray County lies in the U.S. District Court for the Western District of Missouri. Federal dockets and documents are in PACER, the FBI Identity History Summary is a fingerprint-based self-record product, and the Bureau of Prisons locator covers federal prisoners. None of those sources replaces Case.net, MACHS, the Ray County jail channel, or MODOC.
The official PACER service provides the account-based route for federal court records under the current federal fee rules.
The federal screen belongs at the end of a jurisdiction check, after confirming that the matter is federal rather than a Ray County, Missouri, case.
Note: Registry status is a separate public-safety record, and the Ray County sex offender check explains Missouri’s official search and lawful-use rules.
